Mission Statement

RESOLUTION NO. 1487

A RESOLUTION OF THE COUNCIL OF THE CITY OF SALISBURY, MARYLAND ADOPTING A MISSION STATEMENT, A STATEMENT OF VALUES AND A VISION STATEMENT FOR THE CITY OF SALISBURY

WHEREAS, the Mayor and City Council desire to set forth for the benefit of the Salisbury community a statement that defines why the City, as an organization exists, a statement of the core principles that guide the City and a word picture of what the Mayor and Council intend the City as an organization ultimately to become; and

WHEREAS, the Mayor and Council decided that, in order to accomplish these goals it would be necessary to develop a mission statement, a statement of core values and a vision statement for the City as an organization;

NOW, THEREFORE, BE IT RESOLVED that the Salisbury City Council adopts the following Mission Statement for the City of Salisbury:

The City of Salisbury exists to ensure the highest possible quality of life for our citizens. In partnership with our citizens and employees, we will provide safe, livable and diverse neighborhoods. We will deliver efficient and effective municipal services at a high level of customer satisfaction. We will ensure that our infrastructure and services support our residents and businesses. The City of Salisbury will emphasize protecting and enhancing the environment.

BE IT FURTHER RESOLVED that the Salisbury City Council adopts the following as the Core Values for the City of Salisbury:

Accountability – We accept responsibility for our personal and organizational decisions and actions.

Continuous Improvement – We provide the highest quality service with the resources available by promoting innovation and flexibility to meet the changing needs in the community.

Diversity – We embrace differences and variety in our workforce and community.

Environment – We are concerned about our natural, historic, economic and aesthetic resources and endeavor to enhance the sustainability for future generations.

Ethics – We set high standards for our personal, professional and organizational conduct and act with integrity as we strive to our mission.

Respect – We are honest and treat our coworkers and the public with courtesy and dignity.


Safety – We use education, prevention and enforcement methods to protect life and property in our business and residential neighborhoods, and maintain our
infrastructure and facilities to provide a safe environment in which to live, work, shop and play.

Teamwork – We work together to plan, develop recommendations, deliver services and openly communicate with the public and each other by soliciting feedback and sharing information to achieve our goals.

Trust – We realize the perception of our organization is dependent upon the public’s confidence in our commitment in our core values and to meeting the goals set collectively by the Mayor and City Council.

AND, BE IT FURTHER RESOLVED that the Salisbury City Council adopts the following Vision Statement for the City of Salisbury:

The City of Salisbury will remain the medical, educational, cultural and economic center of the Eastern Shore. Our commitment to excellence, innovation and service, combined with sound fiscal management, will ensure Salisbury’s future as a safe,
vibrant and healthy community.


THE ABOVE RESOLUTION was introduced and duly passed at a meeting of the Council of the City of Salisbury, Maryland held on the 26th day of February, 2007 and is
to become effective immediately upon adoption.

Is Crime Up Or Down In Salisbury?


I'll be digging in deep on this subject as the FBI results are in. The last go around Chiefy tried denying we were the 11th Most Dangerous City In America, so there's no doubt there's a lot more to read into with the newest results. Allegedly rape is down in the City but UP in the Salisbury Police Department, eh? More to come......

MORE Fire Department Discrimination?


As desperate at the Salisbury Fire Department is for EMT Paramedics, they recently had what some say were 30 people apply, yet only "2" of them had EMT Paramedic experience.

Comegys has been spouting about how they have BUDGETED for these positions, yet he hasn't been telling ANYONE that they haven't been hiring them because he doesn't want everyone to know the City has been pissing away tax dollars and not getting actual results.

During the recent interview process, one of the 2 actual EMT Paramedics who is going through school to become a Paramedic was asked to do sit ups, in which she could not satisfy them with results, so they let her go.

Now please Folks, do me a favor. Please look again at the photo above and do tell me if YOU believe any one of these LEADERS can in fact accomplish ONE sit up? Then let's talk about some of THEIR education. Chief See, NONE! Yet it is required today to have a Degree to lead such an organization. I provided a link to that article in an earlier Post a few days ago.

Now I'm sure many Fire Fighters will come back arguing you must be physically fit for such a position. I ask you then, why encourage this woman to take the classes if she can't accomplish the physical end of the job???????

Also, to the people reading this article outside of the Fire Department, about 90% of the actual calls to the Fire Department require EMT Paramedic Responses. THAT'S how desperate they are for these professionals, yet they keep hiring Fire Fighters and NOT EMT Paramedics. Stupid is as stupid does.

Yesterday I was reading the Grapevine and I said to my Wife, how much money do you want to bet the front page news tomorrow will be pictures and news about the demolition of the Old Mall?

Of course she agreed right away as soon as she saw the Grapevine Comment as well. This has been their track record for quite some time. They use Poll Questions and then the Grapevine to LEAD into their top stories.

Oh, sorry, I'm not supposed to be that smart, that's right. Stupid me! LOL

Considering you PAID for that paper and they didn't deliver you photos of the actual PROGRESS, I've provided them for you. UNBELIEVABLE!

Terry Cohen Discusses Racial Workforce Diversity


When asked what their top goal would be for 2008 in yesterdays Goal Setting Session, Terry Cohen said she didn't want to take sides but we do need to work on workforce diversity and that racism is still a problem in Salisbury.

Of course she was referencing the most recent Fire Department situation but without all the information necessary she didn't want to elaborate on it any further.

Do notice how The Daily Times and other News Sources have completely stayed away from such a challenging subject. It's no wonder the Blogs are here to stay. We'll tackle such said subjects while the rest collect money from you for their version of what they call news and information.

I sat down one on one with Shanie Shields referencing this subject yesterday and came to learn Lorenzo is her Cousin. We discussed the process, rather than the actual test results and what good it would have done to have promoted him while they're relocating to the West Side and how positive a ROLL MODEL he could have served for other Black Youth in that community to step forward and participate in volunteering.

Then again, that could and probably would upset quite a few of those WHITE Fire Fighters making such stupid and discriminating remarks here on this Blog. Here's my tip to those individuals. Being a BIGOT is very similar to an alcoholic. Denial is the first thing you'll see out of these people. "We can't force them to move here. We can't force them to sign up. Blacks want to work off the Government. They're lazy." I could go on and on but these are just some of the STUPID examples sent in.

I even got this statement in a direct e-mail. "I do not use the “N” word unless it is directed as it is truly meant in Webster’s dictionary…which, if you will read, relates more to IQ points and has nothing to do w/ skin color."

Yeah, these people don't have issues. Keep up the good work Terry Cohen and let's hope Shanie Shields gets on board as well?
