Does this mean jobs may be available? Currently there are no jobs here unless you like working in fast food joints. They are building these places right and left here.

The Constitution requires you to state the number of people living in your residence only.

Those questions are meant to help reduce the voting power of certain groups of people depending on who is in power in the state and federal government.
